The General Executive Board unanimously elected Local 478 President Phil LoCicero to fill the vacancy as of Friday, July 27, 2012.
International Vice President LoCicero has been an IA member since 1989 as a set painter. He has served as President of Local 478 since 1994. International Vice President LoCicero has remained active with the Louisiana State AFL-CIO and the Southeast Louisiana Building and Construction Trades Council since 1994. Vice President LoCicero was elected to the Executive Board of the Greater New Orleans AFL-CIO in March of 2021. He also holds the position of Political Director for Local 478. Vice President LoCicero has been President of the 478 Building Corporation since its inception in 2015. Throughout his labor career, he has been and remains active in organizing drives and negotiations in the “right-to-work” deep south.

I have personally witnessed his steadfast support of the members, be it on picket lines, in negotiations and in numerous other ways. Phil is a leader and a welcome addition to the GEB,” commented International President Loeb.
