Local 111 is taking steps to officially gain autonomy and operate as an autonomous Local within the IATSE. A draft Constitution and Bylaws (CBL) has been drafted by members of the Local, in consultation with Local and International leadership, and approved by International President Loeb. We will be conducting our first election for Local leadership in the month of June 2025. When the duly elected officers take the oath of office, the Local 111 CBL will go into effect.
This document is intended to educate Local 111 members in good standing about the processes surrounding these upcoming elections. After reviewing this document in full, additional questions can be directed to the Local’s Election Commission at electioncommission@pwg111.org.

OFFICES TO BE FILLED BY ELECTION
Executive Officers, Trustees and the Sergeant-at-Arms are elected by the general membership while Craft Representatives and Delegates are elected by craft and regional membership. The candidate(s) with the highest number of votes (plurality) should be declared elected.
There shall be elected to office:

- Board of Trustees – to consist of three (3) members, the one receiving the highest vote in the election shall be declared the Chairperson. In the event of a tie, the National Chair shall have the power to appoint the chairperson.

- Northeastern: Connecticut, Delaware, District of Columbia, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, and West Virginia, in alignment with International Districts 3, 4, 8, and 10.
- Southern: Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, and Texas, in alignment with International Districts 6, 7, and 14.

Term of Office
Local 111 has chosen to structure their leadership team into staggered elections, so that there is some continuity between terms. That means that for this first inaugural election some positions will be elected to an abbreviated two (2) year term and the others will complete a standard three (3) year term. The installation of officers will occur on Monday, June 30th at 4 pm Pacific, via Zoom.
- The following positions shall serve a two-year term, holding office until June 2027
- Secretary-Treasurer, National Chair, Sergeant-at-Arms, one (1) Trustee, Production Assistant Board Members, Production Supervisor Board Members, Bidding Producer Board Members, and all Delegates.
- The following positions shall serve a three-year term, holding office until June 2028
- National Business Director, Vice National Chair, Assistant Production Supervisor Board Members, Line Producer Board Members, two (2) Trustees.
SUMMARY OF JOB DESCRIPTIONS / DUTIES OF OFFICERS
Members running for elected office should do so because they want to participate in and advance the local. All officers must be accountable for their actions, represent their local transparently, serve with integrity and keep the best interests of members top of mind.
Local 111 is dedicated to the values of trade unionism and the Local’s five guiding principles of Democracy, Unbiased Accountability, Sustainability, Collective Transformation, Equity and Parity.
Executive Board: see below for more specific duties per role
- This collective body, made up of the National Chair, Vice National Chair, National Business Director, Secretary-Treasurer and 20 Craft Representatives are the steering mechanism for this organization and its members and serve as oversight for the individual actions of each officer. The authority is when acting as a body, and not as an individual, except as specified in the CBL.
- Typical responsibilities for this body:
- Develop a strategic plan and goals for the local.
- Act on behalf of the membership between general membership meetings on urgent matters that require immediate attention, consistent with the CBL and local policies.
- Summary of CBL provisions for this position:
- Oversee officers and staff operations within the local.
- Establish Local policies, as needed and consistent with other governing documents.
- Investigate and resolve all matters referred to them by the membership.
- Fiduciary obligations include acting on behalf of all Local 111 members, keep confidential and private information, and to oversee the prudent expenditure and investment of Local assets.
- Approve compensation and benefits for salaried officers and employees, as well as any other stipends or compensation per the CBL.
- Deciding legal and factual questions not spoken to in the CBL, the International Constitution and Bylaws, or the working agreements.
- Act as first judicial body in the event of charges.
Craft Representatives (these are in addition to general Executive Board duties)
- These are not paid staff positions.
- Time commitment: required to attend monthly Executive Board meetings, quarterly general membership meetings and thrice-yearly Craft Committees, for their respective craft. May also be tasked with assisting other officers from time to time.
- Good qualities: open-minded, willing to learn, expertise in the craft, collaborative, willing to work on a variety of projects during term, honest, responsible, circumspect, and diligent.
- Summary of CBL provisions for this position:
- Participate on the Executive Board as one of the four representatives per craft.
- Report on Executive Board activities to their craft.
- Report on craft issues, from the craft meetings, back to the Executive Board.
- Chair and serve on Craft Committees, including setting meetings and monitoring craft concerns.
- Coordinate craft-specific meetings, helping to ensure communication and representation within their specialty.
National Chair (these are in addition to general Executive Board duties)
- This is not a paid staff position.
- Time commitment: required to attend monthly Executive Board meetings and quarterly general membership meetings and may attend thrice-yearly Craft Committees. Outside of meetings there are many predictable responsibilities and tasks, but they can vary month to month and be significant based on the duties described herein. Practically speaking, they are on call for the members of the local, as one of their primary representatives.
- Good qualities: good communicator, comfortable leading meetings, genuine care for people, brave, honest, impartial, visionary, collaborative and able to lead a team.
- Typical responsibilities for this position:
- Lead the Executive Board, including the process of developing a strategic plan.
- Primary officer in charge of general oversight over the affairs of the local, ensuring that all functions are performing effectively.
- Ensure the development of a permanent communications and mobilization structure within the local.
- Report on your activities to the membership and Executive Board.
- Oversee implementation of Executive Board decisions.
- Represent the local to employers, other union bodies, community leaders and potentially media.
- Summary of CBL provisions for this position:
- Plan and chair all quarterly general membership meetings and monthly Executive Board meetings, keeping order and ruling on matters of process and procedure therein, unless overruled.
- In the absence of a specific law to govern a given condition, decide matters in a spirit of fairness and equity.
- Ensure all officers perform their duties.
- Appoints members of all committees, except craft committees and election commission.
- An authorized co-signer of all Local 111 issued payments.
- Serves as a delegate to conventions.
- May appoint a successor to vacant officer positions.
- Appoint Delegates to such conventions or trade assemblies (other than District and International Conventions).
- Ex-officio member of all committees.
Vice National Chair (these are in addition to general Executive Board duties)
- This is not a paid staff position.
- Time commitment: required to attend monthly Executive Board meetings, and quarterly general membership meetings. May also be tasked with assisting other officers from time to time, including filling in for the National Chair on occasion.
- Good qualities: good communicator, genuine care for people, collaborative, willing to learn and jump in, willing to jump in and learn.
- Typical responsibilities for this position:
- Carry out responsibilities as designated by the National Chair or Executive Board.
- Advise and support committees.

- Act as assistant to the National Chair, including chairing meetings or performing other duties in their absence.
- Every election cycle, review and revise the Newly Elected Officers Orientation, with T.E.P. input and Board approval.
Secretary-Treasurer (these are in addition to general Executive Board duties)
- This is a full-time paid staff position.
- Time Commitment: In addition to full-time work, they are required to attend monthly Executive Board meetings, quarterly general membership meetings, and thrice-yearly Craft Committees of all 5 crafts and bi-annual audits by the Board of Trustees, in addition to other evening and weekend events and meetings.
- Travel: In addition to International and District Conventions they may be asked to travel for twice yearly IATSE General Executive Board meetings, as well as other regional meetings, including regional gatherings of the membership.
- Good qualities: good communicator, detail oriented, timely, good business writing skills, able to keep meeting minutes, collaborative, impartial, good with numbers, interested in financial systems, computer savvy, adaptable
- Typical responsibilities for this position:
- Maintain the local’s files.
- Meet all federal and other governmental reporting requirements.
- Carry out all financial and membership reporting required by the International.

- Record and keep accurate minutes at all membership and Executive Board meetings, and circulate them as appropriate.
- Receive, file, and distribute all official communication, both physical and digital.
- Prepare meeting notices and agendas, for general and special membership meetings, as well as Executive Board meetings.
- Notify members of appointment to committees.
- Oversee all official publications including newsletter and website.
- Maintain records of income, expenses, assets and liabilities.
- Deposit unions funds and co-signs checks with the National Chair.
- Collect dues, fines, and assessments; reports member standing quarterly.
- Pay bills promptly and verify all charges.
- Manage the local’s assets, including investing local funds in consultation with the Executive Board, consistent with sound accounting practices and union policies.
- Ensure proper bonding and insurance coverage for the Local.
- Report on the operations and finances of the union at all regular membership, Executive Board, and craft meetings.
- Delivers financial records for audits and attends audit meetings.
- May hire admin staff to support office operations.
- May audit work history records to ensure members are classified in the correct craft.
- Serve as a delegate to conventions.
- Maintains and updates annual jury pool list for member trials.
- Ex-officio member of all committees of this Local.
National Business Director (these are in addition to general Executive Board duties)
- This is a full-time paid staff position.
- Time Commitment: In addition to full-time work, they are required to attend monthly Executive Board meetings, quarterly general membership meetings, and thrice-yearly Craft Committees of all 5 crafts, in addition to other evening and weekend events and meetings.
- Travel: In addition to International and District Conventions they may be asked to travel for twice yearly IATSE General Executive Board meetings, as well as other regional meetings, including regional gatherings of the membership.
- Good qualities: good communicator, timely, collaborative, impartial, good with people, interested in contracts and working conditions, adaptable, good negotiator, a strong leader.
- Typical Responsibilities for this position:
- Know collective bargaining agreements, once negotiated.
- Enforce the terms of the contract informally through discussions with members and management, and formally through the grievance procedure
- Communicate information in both directions between the members and the officers.
- Investigate workplace problems and issues and work to resolve them.
- Know the workers and ensure that all jobs are fully staffed.
- Meet with employers to discuss and resolve issues.
- Educate members about the union, its functions and its activities.
- Identify and develop leaders in the workplace.
- Recruit members for activities, events and actions, in consultation with officers.
- Summary of CBL provisions for this position:
- Manage the availability list, including supplying to employers when called upon to do so.
- Enforcing union rules, contracts and applicable laws.
- Report violations of those rules to the Executive Board.
- Have full charge of the office of this Local.
- Chair of all negotiating committees and ensures inclusive craft representation.
- Right to hire and supervise assistant business directors and/or staff.
- Appoint Stewards, as needed.
- Mediate disputes between crafts.
- Escalates unresolved conflicts to the Executive Board and International, if needed.
- Report on their activities at all regular membership, craft, and Executive Board meetings.
- Serve as a delegate to conventions.
- Ex-officio member of all committees of this Local.
Board of Trustees
- These are not paid staff positions.
- Time Commitment: Estimate about 20 hours, twice yearly, of work to review the books and records of the Local.
- Good qualities: curious, circumspect, detailed person, collaborative, not a forensic auditor, ability to ‘stay in your lane’ and audit the affairs of the local without offering your own opinion.
- Typical Responsibilities for this position: perform financial audits in accordance with the union bylaws and federal law, to ensure that all union resources (money and assets) are used for legitimate union purposes as authorized by your membership.
- Summary of CBL provisions for this position:
- Conduct an audit of the books of the Local every six (6) months.
- Report findings from such audits at the next regular membership meeting.
- Ensures officers and employees are properly bonded.
- Oversees legal preservation of union financial records.
Sergeant-at-Arms
- This is not a paid staff position.
- Time Commitment: required to attend monthly Executive Board meetings and quarterly general membership meetings. Asked to attend and serve at special meetings from time to time.
- Good qualities: firm, impartial, even tempered, a good communicator, genuine care for people.
- Summary of CBL provisions for this position:
- Check membership status of members and guests at all general membership and Executive Board meetings.
- Maintains order and enforces meeting rules.
- Executes instructions from the presiding officer, during meetings.
- Record the attendance of members at membership meetings
- Serves all members impartiality, does not vote or debate in meetings.
Delegates to International and District Conventions
- Delegates shall attend their assigned District, International or regional Labor Council conventions and report thereon at the next regular membership meeting following the Convention.
- At convention, delegates represent members through votes on resolutions, policies and leadership, service on any assigned committees, and efforts to build union solidarity.
- Brings union values and member priorities into broader IATSE discussions.
- Reports back important updates and outcomes with Local 111’s membership.
ELECTION COMMISSION
These rules, along with the Constitution of the International Alliance, and federal labor law, shall govern this special inaugural election at Local 111.
The Election Commission shall have the general responsibility of supervising and conducting all aspects of Local 111’s triennial officer elections. For this first election the Election Commission will be chaired by International Representative Marisa Shipley. Questions about the election should be directed to electioncommission@pwg111.org.

NOMINATION PROCEDURES
To both place a nomination and run for office you must be a member of Local 111, with your initiation fee paid. For any new members applications must have been submitted by Sunday, June 8th at 11:59 pm Pacific Time, by filling out the application here (https://www.pwg111.org/) as well as submitting the appropriate required initiation fee to Local 111, therein. Any member in good standing may nominate any eligible candidate for office, including the right for a member to nominate themselves for any office. Nominations shall include:
- the first and last name of the nominee
- the office to which they are being nominated
- their registered craft
- their region
- their email
- and the name & email of the member making the nomination
There are two ways to nominate a candidate for office:
VIA EMAIL
Emailed nominations must be received to electioncommission@pwg111.org, with all of the information above, by Tuesday, June 10th at 2pm Pacific Time, the day of the general membership meeting at which final nominations are to take place.
AT THE NOMINATIONS MEETING
Final nominations will be taken from the floor at a General Membership Meeting on Tuesday, June 10th from 4-5 pm pacific time, via Zoom. Members must register for that meeting ahead of time so that we can confirm all attendees are members in good standing. Members can register HERE by Sunday, June 8th at 11:59 pm pacific time.
The Election Commission Chair will call for nominations in order of the crafts listed in the list of “Offices to Be Filled by Election” and by craft and region also therein. Any member in good standing may raise their hand and submit a nomination. Nominations do not need a second. Members need not be present to accept or decline a nomination but may do so when the Chair calls for it. All nominees will receive email communication after the nominations meeting, as outlined below.
As an official general membership meeting the following Zoom rules & etiquette shall apply:
- Cameras must be on. If stepping away briefly, your camera must remain on. If you step away for more than a few minutes, you will be placed in the waiting room.
- No recordings or photography.
- No use of the chat function.
- Raise your hand to speak.
Failure to comply with these rules will result in removal from the meeting.
APPEARING ON THE BALLOT / ELIGIBILITY
The standard IATSE requirements to have worked for at least one hundred and twenty (120) days in the past thirty-six (36) months and have been a member in continuous good standing of Local 111 for a period of two (2) years prior to the nomination meeting have been waived by International President Matthew D. Loeb for this inaugural election cycle.
In this election the candidates are eligible to run for office as long as they are a member of Local 111, in good standing by Sunday, June 8th at 11:59 pm Pacific Time, and meet the following requirements, where applicable:
- must be actively engaged in the industry within Local 111’s work jurisdiction and
- for all offices except for Delegate, the member must not be disqualified from holding office under any applicable governmental law
- to be eligible to run for a regional Craft Representative board seat, a member must have a proven recent work history of work in the specific craft and region for which they are running and must be a resident of the appropriate region.
- Craft Representative and Craft Delegate candidates will be asked to supply payroll records showing at least two (2) days of work, in the period of June 2023- May 2025, in the craft for which you are running, on a commercial production.
Note: As per Article Nineteen, Section 4 of the IATSE Constitution, work for the International or an IATSE local union counts as work-at-the-trade.
- for seats by region, proof of residency may come in the form of valid state ID showing residency or utility bill in your name.
The term “In Good Standing” shall be construed to mean that the member has fulfilled the requirements for membership in their local union and/or the International, and has not voluntarily withdrawn from membership, nor been expelled or suspended from membership either for being in arrears in their financial obligations or for any offense.
A member may not accept the nomination for more than one (1) office, except for the position of delegate which may be held concurrently with any other. This means that if you are nominated for more than one office, excluding delegate, you must choose which nomination, if any, to accept.
After the nominations meeting the Election Commission shall notify all members in good standing of their nomination via email, with a copy of these rules. Notification shall also be provided to anyone determined to be ineligible because they are not a member in good standing.
The email to nominated members will include instructions on how to accept or decline the nomination including: a form for the nominee to sign and verify how they wish their names to appear on the ballot, the position they are running for, their craft, their region and confirmation that they meet the requirements set forth herein, as well as what required backup documentation must be submitted.
The Election Commission shall review eligibility for each nominee and make a determination based on the parameters outlined. All nominees will be notified of the Election Commission’s determination on their eligibility to be placed on the ballot, including the specific reason(s) for ineligibility to hold office, if any.
A nominee can decline their nomination either by declining during the nominations meeting if present, by email to the Election Commission, or by simply not accepting.
CANDIDATE STATEMENTS
Each candidate may submit a candidate statement for inclusion on the official candidate document by the Election Commission. This document will be made available to view by all members in good standing who are eligible to vote.
Candidate statements must be 400 words or less. Candidate statements must be sent via email to the Election Commission at electioncommission@pwg111.org in MS Word, .txt or PDF as an attachment to an email. Statement text sent in the body of an email will not be accepted. Candidate statements will be consolidated into one document for posting but will not otherwise be reformatted or corrected for any errors.
Candidates may also submit a candidate photo. Photos must be submitted in .JPEG format and limited to 400 px x 400 px and 300 dpi. The Election Commission will not reformat photos received, other than to insert them into the collective candidate document.
To be included in the candidate materials, statements and photographs must be received by the Election Commission by Sunday, June 15th at 11:59 pm pacific time. Statements will appear in order of office, as listed above, and then alphabetically by the candidate’s last name. All candidate statements will be posted by the end of day on Wednesday, June 18th.
The Election Commission will acknowledge receipt of each candidate’s statement and photograph and will maintain copies of the original statements in their files for the legally required length of time.
Local 111 will remove all election materials from the website no later than five (5) business days after the day the ballots are counted.
CAMPAIGNING
Under federal law, it is illegal for candidates to use the property, funds or equipment of Local 111 in support of their candidacy. Candidates may not use Local 111 or International logos or anything similar on their materials that could be construed as an endorsement by Local 111 or International.
Nothing in this section should be construed as infringement of free speech. Members may of course use their own resources to communicate as they see fit. It is not permitted to use employer’s resources for campaigning either. It is illegal, for example, to copy any campaign literature at your place of employment or use production postage or fax from the production office or trailer, even if you reimburse production for their costs. We encourage candidates to keep records of any campaign expenses so that any allegations of improper use of union or employer funds can be resolved.
All materials distributed must include the statements “Not paid for with union funds,” and “The Local cannot, by federal law, censor or edit the comments of a candidate and/or their supporters in campaign material. The Local has had no role in and takes no responsibility for the statements made herein.” These statements will be posted by the Election Commission on the full list of candidate statements and need not be counted in the word count limit outlined above.
ELECTION RULES AND PROCEDURES
Elections shall be conducted by electronic secret ballot. Under the instruction of the Election Commission, a contracted Election Services Provider company shall: prepare and distribute the ballots, provide a contact at the company for obtaining a missing electronic ballot and receive and tabulate the ballots.
The Election Commission shall cause the eligibility of members to vote to be verified. Every member must be in good standing to receive an official ballot. For the purposes of this inaugural election a member in good standing shall be defined as someone for which the required application and initiation fee has been received by Local 111 by Sunday, June 8th at 11:59 pm Pacific Time.
Proxy voting shall not be permissible. Only those members duly nominated shall be candidates for office (write-in votes for those not duly nominated shall not be counted).
If there is only one candidate for any office, the Election Commission Chair shall cast a unanimous ballot for that candidate and shall dispense with the requirement of a secret ballot vote for that office
Executive Officers, Trustees and the Sergeant-at-Arms are elected by the general membership while Craft Representatives and Delegates are elected by craft and regional membership.
The ballot will be coming from Honest Ballot at the email address (vote@honestballot.com). To avoid having your ballot end up in your junk folder, please add vote@honestballot.com to your contact list.
If you have issues with the ballot a help function is built into the system. If you need further assistance, customer service is available from 9:30 am to 5:00 pm Eastern Time Monday through Friday. There will be instructions on the ballot for how to contact them for assistance. The email from Honest Ballot will include a link to your ballot with your unique voter ID and password.
Candidate statements will be linked through the ballot so that you may view the candidates and their statements when you log in to the ballot system. You may log in and out multiple times. Once you submit your vote by clicking on ‘Confirm’ you may not change your vote.
Upon the polls being declared closed, the Election Service Provider Company in conjunction with representatives from the Election Commission shall have the ballots counted. If the total agrees with the tally, the Election Service Provider Company shall then proceed to the official count of the votes of the different candidates. The total of each candidate’s vote shall be recorded, which must be verified by the Election Service Provider Company and a representative from the Election Commission. The results will be reported to the Election Commission Chair and those candidates who receive the highest number of votes shall be declared elected. The election results will then also be communicated to the members through the Local’s communication vehicles.
Any written protests due to ballot tally or election conduct must be received by the Election Commission by email to the electioncommission@pwg111.org within 24 hours of the time at which notification was provided of the decision. It shall include a statement supporting the challenge, including the precise actions which are protested, the reason(s) why the conduct protested in the challenge may have affected the outcome of the election and any witnesses or documents offered in support of the protest. The Election Commission need not consider any challenge that is not filed in accordance with these instructions. Upon receipt of a properly filed challenge, the Election Commission must investigate the challenge and issue its findings in a reasonable and timely manner.
